Yes. Service-area businesses can rank in local results with a properly configured profile that hides the address and defines the areas served. Getting that configuration wrong is one of the more common reasons a business is invisible in maps.

How important are reviews?

Very, both for ranking and for whether someone chooses you once they see you. A steady flow of recent, genuine reviews matters more than a large total from three years ago, which is why the emphasis is on building a repeatable process rather than a one-off push.

Should we create a page for every town we serve?

Only where there is genuinely distinct content for it. Pages that differ only by the town name are treated as doorway pages and can harm the whole site. It is better to have three substantial location pages than fifteen thin ones.
